Except it isn't and most peace plans call for Jerusalem to be an "international city" that does not serve as the capital for any country. This just makes peace even harder to come by (almost like republicans and Bibi don't want peace in Israel). I just had an idea: why doesn't Israel work out a deal with one of the nearby Arab countries and pay Israeli Arabs to leave Israel? A fat stack of cash and help relocating to some other country if they agree to renounce their Israeli citizenship and not come back to Israel?

Make it entirely voluntary, they can continue living in Israel as long as they want to, but there's a financial incentive to leave. It would be expensive but Israel might be able to make up for it with lower security expenses. It would also free up housing in Israel, which is expensive and limited.

Israeli Arabs make up about 1/4th of the israeli population. Palestinians (the people who want their own state) are not wanted in other Arab countries because they are a useful propaganda tool for rallying their countrymen against a common foe (israel/Jews). Palestinians do not want to leave because they believe their land was and is being stolen from them and by leaving they will cement that it is the case. I'm sure it's theoretically possible to come up with a sum of money that most Palestinians would agree to leave for but it's hard to know want that is because you're using money as a solution to a problem that fundamentally isn't about money. It's about heritage and theft and identity and a whole bunch of other stuff that you can't just stick a number on and quantify it neatly.

It's a bad idea probably. But it's what popped into my head when I thought "how could Israel ethically make the State of Israel less Arab?" From what I read Googling it, Jewish birthrates are currently higher than Arab birthrates but this may not always be so. If the Arab proportion expands from 1/4 to 1/2 what happens?

The way I thought of it is Israel encouraging Arab Israelis to leave and then walling itself off from the Palestinian territories behind Iron Domes.

Maybe it could start not with Israeli Arabs but with the Gaza Strip. Start offering them $10,000 each to leave and go to Jordan (I think Jordan is in our sphere of influence so a deal could be worked out to give them Jordanian citizenship). That's a LOT of money in Jordan - almost as much as the GDP per capita there. It would cost $18 billion to relocate Gaza's 1.8 million people in this fashion. Which sounds like a lot but keep in mind this would be eliminating Gaza as a threat and opening it up to Israeli development. We're already committed to giving Israel $4 billion in aid a year so if we increase that a bit the US could pay for it. Again it would be a multi-year thing not a lump sum.

And it will catch on too. When people realize "hey I can leave my shitty life in Gaza and go be rich in Jordan" Gaza will be a ghost town.

It could be reframed not as paying them to leave but as Israel "purchasing" their share of Gaza/Israel/Palestine/whatever, thus "acknowledging" it belongs to them and offering them cash for it.

It's not that crazy though. New immigrants to Israel are provided with generous financial and other assistance. Immigration to Israel would probably be lower without it. This would be kind of the reverse of that.
