The oils in the bran can go rancid (for both rice and wheat). This is why, historically, white rice and wheat flour were preferred over brown.

People eat white rice because they like it better. It also takes less time to cook and it can be stored longer. Some of those same oils which contain the vitamins of brown rice will turn rancid in long storage. It is considered easier to chew and digest. And it has other significance. Brown rice is associated with peasants and poverty. Confucius extolled white rice for its purity.

There is a sort of myth that Asians did not eat white rice until Europeans introduced machinery to polish it. The Chinese were using hand mills ot polish rice long before Europeans turned up in Asia in any numbers. It's likely, however, that only the wealthy could afford it. Modern machinery just made polishing easier and more thorough, and made it cheaper so that even the poor could eat white rice.

There have been any number of misguided attempts in history to get people to "eat better" by changing to foods outside the traditional diet. But, because food has so many connotations beyond nourishment, most such attempts have been sad failures.
