So I was thinking about going for a MS certification to improve my employment prospects, but a friend of mine claims Windows is on the decline, so it'd be a waste of money at this point.

Anyway if it's stats you're after I've already checked them out. It seems Windows server is very much on the decline while RedHat/Centos and Ubuntu/Debian are very much on the rise. I imagine this has to do with cost more than quality. Nevertheless, the stats are there to backup his claim.
But on the desktop I'm not so sure. Is it really dying? Is ARM really that big a deal? Have top developers really abandoned Windows in favor of Android and iOS? I just don't know.

No matter how much Windows declines in the consumer market (and it's really not), Windows will always be used in the business world, where the jobs are, so if you're doing it to make yourself more appealing in the job market, go for it.

Possibly, but I don't think OSX will take over the world. -Yet.

Look at it this way: Windows is only really dominant on the desktop. On servers, phones, and tablets, it's a minor player. Thus, Microsoft's fortunes are largely tied to desktop PCs. That being said, I think desktop PCs are here to stay. People will need more power, and more screen space than tablets and phones can offer.
I still see tablets as being more like toys. At most, they'll steal some laptop sales but the desktop will always be with us in some form.

It's on the decline sure, but how could it not be? Only 5 years ago, MS had 95% of the entire PC market. Where else is there to go but down?
There's a long ways to go before Windows loses dominance though.

Wow, just reading through this, it looks like it's shaping up to be a hilarious clusterfuck. Will Microsoft end up alienating business and desktop users with changes at the expense of trying to grab a piece of the tablet market, only to end up with what looks like a broken, second-rate copy of Apple's business model that was rushed to market too quickly? Personally, I can't wait to find out.
